Biomedical Equipment Management & Maintenance Programme (BEMP)

BIOMEDICAL EQUIPMENT MANAGEMENT AND MAINTENANCE PROGRAMME

The programme was launched in the state in 2016. It is implemented in Public Private Partnership mode. Memorandum of understanding was signed with HLL Infra Tech Services Ltd on 12th April 2016 for a period of 5 years. The contract was then renewed for a period of another 5 years on May 2021 at the rate of 12.8% of asset value.

Equipment maintenance was conceded at the rate of 14.13% of asset value with 10% escalation every year. . In May 2019, annual 10%  escalation clause was omitted after negotiation with the service providers. As advised by the Ministry, Mizoram State Cancer Institute and Falkawn Referral Hospital, being a tertiary health centre, had been removed from the programme.

      Aim: To have  a well functioning medical equipment with minimal  ‘down-time’ for smooth delivery of  quality health services

      Principle of work:

     Assessment of  biomedical  equipments in all public health facilities

     Calibration and configuration

     Preventive and corrective maintenance of equipments

     Submission of quarterly report on functional status of equipment

     In site preparation, installation, commissioning and user training

Since the implementation of the programme, a proper channel for equipment maintenance has been created which results in:

  •        Improvement in number of functional equipments
  •        Reduction in number of equipment breakdown
  •        Reduction in number of equipment    down-time days
  •        On-site user training for end users
  •        Availability of call centre resulting in immediate response
  •     Availability of trained professionals to maintain and monitor equipments
